Mayor Mixan,

Disciplinary action should be taken against Gary Troutman, the Bellevue administrator, because of his conduct on July 26^th. All the details are enclosed in a copy of the police report that I filed today with the Bellevue police.

I'm also requesting a job description for the city employee Phil Davidson and a copy of the job description that was published for the position Mr. Severson was hired for.

I believe Bellevue deserves city officials that respect its citizens and that use ethical and fair procedures when hiring city employees.
